B75 is Ivy Bridge generation and should be Uefi based. What's your bios look like, the old blue screen appearance or mouse friendly? If the latter then you'll have no problem running a uefi card which the 1650 is.

AC/230v is what the psu receives then outputs to DC power to the components. This information is on the label stickied on the psu inside the case. 1650 is pcie slot powered so it's maximum power requirement is 75w, adding to that power needs is cpu, motherboard, ram & drives, 250w psu would be stretching it, a common wattage number for a prebuilt not equipped for gaming or lack there of.

How does the seller know you need to upgrade psu anyway if you don't even know?

What cpu do you have atm? I7 will increase power requirements a little bit. You need to check psu label on the side, means opening case, for 12v wattage, AC/230v at the back isn't the information we need.

The reason you may be told you need a bigger power supply (PSU) is that it will have to be big enough power all the components in your computer.

For eg, the bigger your GPU, the more power it needs, so the bigger the PSU you need.

You might see numbers like 500w, 650w, 750w or 850w written on the PSU, or in any documentation. This denotes the size in terms of how much power it can provide (not how big in cm it is)

The 230v you're seeing is unrelated - that just means you can plug it into the mains electricity supply.

I'd probably not go with anything smaller than a 500w - but as a rule, the bigger the better (up to a point, anyway). If you can, you might want to consider a 600, or bigger.
