cpu:i3 9100f and 16gb of ram but im getting 40 fps in csgo is that right ? i know something is wrong.

Looks about right if you're playing at 1080p. You basically need to be at 720p in CS:GO to not fall under 60 fps on a GT 710. The GT 710 isn't a gaming GPU; it's a "play solitaire and surf the web because my CPU doesn't have integrated graphics" GPU.

no im playing at the worst settings possible 4:3 res and 1024:768 but still getting 40 to 60 fps

Does it fall below 30 FPS?
I used to have a GT 710 DDR3 and used to get 30 FPS average on 720p low settings.
