Unfortunately, your old motherboard uses DDR3 RAM. New motherboards require DDR4 RAM. You'd need to change out RAM as well.

For an AMD Build, I'd probably start here:

PCPartPicker Part List

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor (£174.78 @ Aria PC)
Motherboard: MSI B450-A PRO MAX ATX AM4 Motherboard (£88.84 @ More Computers)
Memory: Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-3200 Memory (£123.18 @ Aria PC)
Total: £386.80
Prices include shipping, taxes, and discounts when available

For an Intel Build:

PCPartPicker Part List

CPU: Intel Core i5-9400F 2.9 GHz 6-Core Processor (£131.43 @ CCL Computers)
Motherboard: MSI Z390-A PRO ATX LGA1151 Motherboard (£99.94 @ Amazon UK)
Memory: Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-3000 Memory (£109.99 @ Amazon UK)
Total: £341.36
Prices include shipping, taxes, and discounts when available

oh,
thank you,
what about cpu cooling?

Why do you want to upgrade?
In what way is your current setup not doing the job?
Perhaps just the itch to change?
What is the main use for this pc?
Gaming only, multithreaded batch apps or both?
If you need a bit more cpu capability, you could overclock your processor. a bit now.

A modern ryzen or intel 9th gen upgrade will not only need a new motherboard, but new DDR4 ram.

4790K is still a very good processor, I suspect you will bust your budget for something significantly better.

I use it for gaming, vr & design..
Have 32' uhd monitor so thought maybe can speed it up a bit and
mate told me my cpu is old gen so..
It might be only that itch you mentioned :D

GTX1080ti is still a very good card.
If you play fast action games, possibly a better graphics card could help.
But, a GTX1080ti scores 96 out of 100 on tom's gpu hierarchy chart.
https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
As to cpu capability, here is my canned approach to cpu vs. gpu upgrades:
Some games are graphics limited like fast action shooters.
Others are cpu core speed limited like strategy, sims, and mmo.
Multiplayer tends to like many threads.

You need to find out which.
------------------------------------------------------------
To help clarify your CPU/GPU options, run these two tests:

a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.

You should also experiment with removing one or more cores/threads. You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of threads to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, your game does not need all the threads you have.

It is possible that both tests are positive, indicating that you have a well balanced system,
and both cpu and gpu need to be upgraded to get better gaming FPS.
