Even if it's 130C, you better not reach that high, the solder might be weakened and break, the capacitors are not to be running at high temp, Mosfet can be blown as well due to high temp. To be safe, under 80-90 should be fine.
Even though card can theoretically handle that temperature, you don't want to get anywhere near that hot. Same with CPU's, you should stay far away from its TjMax.
70C is my personal threshold on my components, I wont let them get hotter than that under load. If they did I would back off the overclock or do something to upgrade my cooling.
