I do not understand the question, even assuming you mean workgroups or domains. They each have their uses; neither is 'best'.

This question is like asking which is best in cars, minivan or 2-seater sport cars.

If you want to race, you pick one, if you want to fit 6 people in one car, you pick the other.

Domain is the more "advanced" network setup and harder to configure if that is what you mean.
