hiccup every 2 seconds

Hi guys,

I have an amd r9 290x and an Intel Core i5-3570K 3.4GHz. I have the latest drivers for my graphics card installed since today. But I did notice an annoying hiccup in games for more than a year now. It happens every two seconds, you can really count the seconds and see the minor stutter. I have been looking for a solution or the cause of the problem the whole day today and couldn't find a good answer. Maybe some of you could help me?
 
For as far as I know it comes up in all games. I think I already did a fresh install once for the graphics drivers but I must admit I'm always a little bit afraid to do something like that. Wouldn't want to do something wrong. I always wondered if it has something to do with the cpu being a bit outdated. I was going to upgrade my rig with a new motherboard and cpu, would that fix the problem? I never saw the hiccup in movies, or is that not related?
 
If you're only seeing the hiccup in games, then yes, it could be that your CPU is bottlenecking your GPU. If you have any friends nearby with a more powerful CPU in their computers, see if they'll let you test your GPU in their computers. If it still hiccups, your GPU is the problem; if not, it's probably the CPU, and upgrading that should fix the issue.
