Hidden GPU temperature limit?

So my MSI afterburner temperature limit is at it's default state(79 degrees celsius or so), but when I run graphically intensive programs the temperature always stays around 61 degrees as you can see in a linked image. It seems like there is some kind of hidden temperature limit that I just cannot find. Help me out here. (problem also persists when increasing core clock)

It seems as if the temps are still fluxuating, as I can see that the max temp it hit was 76. Have you tried reinstalling afterburner, and may I ask why the temp limit is set so low?

I have not reinstalled afterburner yet and 79 degrees celsius is the default limit.

Ok so before this problem started happening my video card would automatically boost core clock in response to a heavy graphical load until it reached the temp limit. Now it seems like instead of boosting til temp limit, it just kind of stops near the core clock setting. For example: at the normal setting the core clock setting is set to 1200MHZ or so and the actual core clock stops around there. When I lower the core clock setting the actual core clock also seems to lower to a similar frequency. There also seems to be a problem where the core clock just suddenly dips when looking at something more graphically intensive despite not being near the temperature limit. I can also make the core clock increase by 200MHZ whenever I search for something in file explorer. I'm not sure if this is normal behavior or not.
(also these problems continued after I reinstalled afterburner)
