high core usage (done my own troubleshooting)

Keeping it simple.

my 4th core on my Athlon x4 640 is always at 90's% usage and heres what ive done.

checked cables
checked drivers
installed a new OS (i run 8.1 so installed win 7 sp1)
installed my OLD cpu (Athlon x2 240) with the same result
now heres the thing, MSI afterburner and others catch it, task manager doesnt but my performance on all games went horribly down.

System interrupts use 7% of my cpu and on the dual core its 20%...
motherboard is m2n68 la narra 4 and gpu is gt 640
i dont know what to do my gaming performance is terrible now..

Try reseting your BIOS and see if that helps!
