High CPU and memory usage

When I first bought this laptop, it could run games from 2012 all maxed out. It was super fast and amazing.

Then it started to lag, I uninstalled all my games. I scanned for malware, adware, cleaned the registry, and finally I performed a clean install of windows 8.1 pro. With my old OS, disk and memory usage always went up to 100% now it is only 50%, however video games (even from 2005) are unplayable, and chrome also has random spikes as well. There is no specific program that does this, no matter what I am running cpu will go high. when I am not using anything cpu goes around 30-ish

Check the task manager for processes by CPU usage, and be extremely careful in there. Google the process name and description and you should find out what the resource hog is.

Is 8.1 completely updated?
I reinstalled 8.1 recently on a laptop and it took all day to download background updates with high CPU/RAM usage.

I left update on over night, I think it installed around 210 updates, it says there are no updates left to install.

When running chrome, chrome seems to be the major cpu hog, in these pictures i had this tab open, along with a video in one other tab, two tabs total.

Oh wow, I'm sorry. This was from a long time ago, I didn't even know I made it. My computer spontaneously starting working again, I shut it down and restarted the next day, and I remember it being very hot and wonder if it had anything to do with that.

Well, I'm having the same problem again, this time I tried turning it off along with a bunch of other things. So I accidentally posted in this forum instead of that one,
