[SOLVED] High CPU clock speeds

So I have an i7 9700k 3.6GHz, but for some reason when i try to do anything the clock speed jumps and stays between 4.2-4.6GHz. I dont have it overclocked in the BIOS and I have power settings set to balanced. So I'm not sure if this is normal or something is wrong, am somewhat new to computers so I kind of dont really know how all of it works

Perfectly normal, max boost speed is 4.9Ghz out of the box. Likely on a single or pair of cores.

CPUs since the 2010s self overclock in a feature known as boosting.

There's a way to disable this via the OS if this really concerns you.
