High CPU/Disk Consumption

I've recently noticed in task manager that my disc usage is constantly between 80-100%, and my CPU usage constantly moves between 40-60% for no apparent reason. Fortunately, I haven't noticed any discernible performance issues, albeit, the CPU consumption causes massive heat buildup, leading to expedited overheating if I do anything else CPU intensive.

I did learn that I can fix this by using a simple system maintenance and disc cleanup to reduce my disc to 0-10% and my CPU to around 3-15% (with Chrome active). However, I have to perform this every time I boot up my PC, because upon start up, the disc and CPU always return to abnormal levels.

Now, I think this may have to do with a corrupt Windows Update perhaps (but I'm not very tech savvy), since there was an instance where I had to restart my laptop during an update a week or two ago, because the update was frozen, but it did install the next time I turned my laptop on.

Would anyone happen to know why my disc and CPU are always essentially maxed on startup, and how I could solve this without a daily disc cleanup?

You can try rebooting in safe mode, see if the behavior persists, I fear that the update may be the real culprit, try updating it again, if it's already updated, you can use recovery point to restore or 'refresh' it.
If that does not help, you can try reinstalling windows or a different version (7,8.1)


It's mainly TiWorker.exe and svchost.exe. Everything else (Chrome, Steam, etc..).barely makes a dent in my CPU/disc usage
