Question High cpu idle temps and crashes pc even on stock speeds (Ryzen 7 1700x)

My cpu, a ryzen 7 1700x, has idle temps of 64 C. and cannot handle fortnite on low settings for more than 10 minutes. I am new to computer stuff so I am not sure if my voltages are off or I just need a better cpu cooler. I am using a Kraken m22 cooler. Also, my cpu either throttles heavily or shuts off during benchmarks (Cinebench, etc.)

Double check your cooler mounting to the CPU. There is no way a properly working (and attached) Kraken will run that hot at idle.

what do I need to check about it? Or should I just reinstall it?
