Question High cpu spikes

Hello,
So recently my computer started doing some weird cpu spikes every few seconds. Before it wasn't the case, but now when im gaming it really stutters and it is really annoying.
It looks like this, I reset my computer everything works fine, 5-9% cpu usage while watching youtube or browsing facebook, but some time later it randomly spikes from 5-30% when idle. I dont know what is happening, sometimes it says it is "svchost" another time that it is "System"

You need to understand that "idle" isnt actually idle because windows is doing alot of things that uses cpus resources thus the spikes in cpu usage.

Also running a virus and malware scan (windows defender and malwarebytes) is a good idea.

1. Full specs lists
2. What games are you experiencing the stutters in and what settings?
3. Cpu/Gpu temps/voltages? (Hwinfo64 is great to monitor these)
