High cpu temperatures only during gaming

I have laptop with a i7 7820hk and it will never go over high 80s to low 90s while stressed tested at 4.4ghz but when gaming it drops to 3.2ghz or lower at like 95-100 degrees is there a reason the gaming is much hotter and has such low speed over all with the lowest core voltage offset I can do?
