High CPU Temps from a Noctua D15-S

Hello everyone,

My CPU is an AMD A10 7890k 4.1GHz overclocked at 4.5GHz. This system is within a Corsair 200R case.
More than 6 months ago, I replaced my old AMD Wraith cooler with a Noctua D15-S, a quite beefy cooler. Prior to my upgrade, my idle temps averaged around 65 degrees Celsius, already quite high. It regularly rose over 100°C when gaming. After I upgraded, my average idle temps dropped down by about 15 degrees (keep in mind, this was during the winter time, my ambient temps were around 60°F), and my max temps almost never past 100°C. During the summer period right now (with an ambient of around 80°F), my average temps are the same as my old cooler's, but max temps are still below 100°C.

However, these temps are all abnormal, I feel like. The Noctua D15-S advertises that its cooler can handle consumer grade CPUs at the 30°C range. My temps are over twice these numbers. Even when I reclocked my CPU back to its default 4.1GHz, the temps didn't improve. I reapplied thermal paste and confirmed the fan's function to no avail. No fins seem to be visibly bent and the heatpipes don't seem to have cracks. The cooler doesn't seem to be loose either. Its firm in place and the screws are tight.

Could this be a CPU or a cooler problem? Note that the AMD Wraith temps are kinda skeptically high too.

On AMD Overdrive, I have about a 40-50 Celsius idle thermal margin and under stress tests, lowered to the 20s.
