Update your post to include full system hardware specs and OS information.

What tool is being used to measure CPU usage?

How is "without anything runnning" being determined?

Could well be some process running in the background.

Check Task Manager > Startup.

Check Task Scheduler for some other app or utility being triggered when Explorer is opened.

Look in Resource Monitor, Performance Monitor, and Process Explorer (Microsoft, free) for what is running and using the CPU.

Process Explorer:

https://learn.microsoft.com/en-us/sysinternals/downloads/process-explorer

Use all of the tools to look but use only one tool at a time,

Objective being to discover what is using 15% of the CPU.

And, just for the record, I would uninstall Kaspersky and use only Windows Defender/Security.

full system spec?
does it do that in safe mode?
safe mode its 0-1% usage

Ryzen 5 3600
rtx 2060
32GB ram
windows 10

task manager - 10-15% usage, Process explorer 10-15% usage
nothing open fresh restart or turn on but still high cpu usage.

what do you mean by this? "Check Task Scheduler for some other app or utility being triggered when Explorer is opened." how to check that trigger explorer?

Remember to look in Resource Monitor.

You can open Task Scheduler by typing "Task Scheduler" into the Search Oval normally located in the lower left screen corner. (Run as admin.)

The concept being that if Explorer is opened/started/launched then that action would "trigger" some other action/process. Triggers can be based on any number of things that happen. Date and time, for example, can be used to trigger backups, updates, AV scans etc. if you wish to automate what and when things are done on the host system.

For example: if you start Explorer then "something" in Task Scheduler is triggered and launches to do whatever that "something" is meant to do: backup, update, "phone home".

May or may not be malicious per se. Leftover from some other applications or efforts. Buggy or corrupt and left behind. But still trying run....

Take a look at any rules/triggers that are in place.

= = = =

As for Task Manager and Process Explorer you must delve a bit more deeply into each to discover what app or process is actually using the observed CPU %'s.

Note the small upward or downward pointing arrows in the column headers. The arrows can be clicked to sort the data. Very useful if the displayed information is rapidly changing and difficult to follow.

Take another look. Sometimes it requires doing nothing for awhile and just watching.

And if you think something is amiss then take a couple of screenshots and post the screenshots here via imgur (www.imgur.com)

did it just start recently? sound like a extension that addon to the explorer
may I know how to check if there is an addon to my explorer?

I checked it but definitely I am not aware or doing wrong, May I add you on discord perhaps?

really guys thanks for helping, even chrome which is notorious for cpu/ram usage or even some games, they never used 10% cpu right now, only explorer.exe is using alot of cpu.

UPDATE: i was searching on reddit and someone said he fix it by right lcick > views > unecheck show desktop icons

and it did works! usage is 0.1% now but what causes this? i dont want to use desktop without icons

finally fix it! i just deleted an app with missing icon and its fix now. hopefully anyone having the same issue will be able to read this.
