High CPU Usage for Games (Low Frames)

I have been experiencing FPS issues with a few games that I play on my gaming PC and I am not sure why. I feel my PC is more than capable of handling these games yet I often get frame drops and low frames in general. I am running:
CPU AMD A10-6700
GPU GTX 750Ti SC
Windows 10
I even checked on Geforce Experience and it tells me I should be able to run games like CS at the higher end of the setting yet I get bad frames on even the lowest settings, feel free to ask for further info if needed just really want to fix this.

H110 motherboard on the cheap, H170 or Z170 for something slightly more premium
8GB DDR4 (2 sticks)
RX480 or GTX 1060
What are your CPU temps while gaming? I'm not even considering the 750ti be overheating because they run really cool.

Also, the 750ti really doesn't have much power to it at all. It seems like a good budget card but it just doesn't delivery the raw power that gamers want.

Also, the AMD A-series APUs are not really that good for gaming either. That system seems to perform about how I would expect it to, disappointingly slow.

I know it may be a little much to ask this but could you recommend a decent build to run a game like csgo at high frames ex 200, and will last me some time because my pc is getting to be around 3 years old now, don't need to be too specific just like CPU, GPU, etc. (The major components)
