Recently, I noticed that I get high CPU usage from "Service Host: Local Service (No Network) (4)" and many other "Service Host: Local Service" processes.

I've tried to research it and did these following steps already:

  • ■ sfc /scannow
    ■ Dism /Online /Cleanup-Image /RestoreHealth
    ■ Disable service "SuperFetch"

Is this working? nope... sure not. Any other suggestions?

Note: This is not only because I run GTA5. It happens at random times.

Edit:
CPU: Intel Core i5 4670K Haswell OC @ 4.0GHz with Noctua NH-D14
MOBO: ASRock Z87 Extreme4
GPU: EVGA GTX 760 SC (2GB)
RAM: 4 x G.Skill 2GB DRR3 1333mhz (PC3 10600)
HDD: Samsung Spinpoint F3 500GB 7200RPM 16Mb 3GB/s

Solution
I had the same problem on my win 10 pro pc
It is just a bug in latest update of windows 10
Cause---While device resets can be caused by a varying number of factors, we are aware of issues with some Advanced Host Controller Interface PCI-Express(AHCI PCIe) models that causes these symptoms in Windows 10 when running with the inbox StorAHCI.sys driver. Due to a firmware bug, the Solid-state drive (SSD) does not properly complete input/output when Message Signaled Interrupt (MSI) mode is enabled. As a result, the Windows storage stack attempts to reset the device after waiting on unresponsive reads or writes for a period of time.

No it's at random honestly. Sometimes I don't get it at all and sometimes it just takes like all my CPU. I just happen to happen GTA5 on.

Generally. this is tied to Windows Update service - when you see svchost in task manager, right click on the item that is running 25+% - at the bottom of the drop down screen you will see something that says services - click on that and you'll see something that says wupdate - click on that and click stop. This only works once a day.
