High CPU Usage Issue. Looking for Solution

I have a problem with my computer because my CPU usage is always on high around 40%+ and the process that uses most of the CPU is system interrupts. Now I found out how it gets so high because the Video driver is the cause. When I uninstalled it, the usage went down to >1%. I had a fresh install of Windows 10 and that was the latest driver for my GPU. I also have this problem on Windows XP, Vista and Windows 7 before and were all fresh installs. On DPC checker it shows the latency of the PC. It's always red with over 4000+цs (not correct symbol). My specs are as follows:

Windows 10 64-bit
Core 2 Duo E4600 @ 2.40Ghz. Not overclocked
2 GB RAM (will upgrade soon)
Unknown Mobo.
Generic PSU 580 Watts (Although it says its Power Choice brand)
Pallit Geforce Gt 730 2GB DDR3
WD 80 GB 7200 RPM
(Originally a Lenovo PC but modified)

I know it's not a very powerful PC but I would like to see if this issue can be solved. I could revert to an older GPU to see if there is a difference (I have a 8500gt).

Solution
Core Duos and their cousins, the Core 2 Duos, will have these problems.

Please consider upgrading the system as a whole. If you need money to do so, you can sell your system as a "work in progress" to someone who wants to try to overcome these challenges.

Thanks for the reply but I have repeatedly experience this problem with an 8500 GT, an ATI X1600 Pro and my own chipset.

OK thanks but the other available CPU I have is a Pentium D 820 2.8GHz but I have another one but I need a different motherboard (Core2 Duo E7600 3.06GHz).
