high cpu usage, pc starts to stutter

i just built myself a new gaming pc, i7 7700k, msi gtx 1070 gaming x, gigabyte z170x gaming 5 and a 2tb hdd. when i launch a game ill notice that once my cpu goes above 60% usage my friends will start to have their voices cut out like it is lagging. and as soon as i close the application everything is back to normal. any suggestions?

2. Is the audio driver up to date?
3. Is the video lagging when this happens, or just the audio?
