Question High CPU usage until I open task manager

Hey guys!

So I have a problem: When I open the task manager it shows that the CPU is 40-50% used then it drops to under 10%. Sometimes I feel that this hinders the effectiveness of my PC. Any ideas? If you need any specifications ask away.

Is it utilization at 40-50 or is it just idling at 50 percent?

Ran Malwarebytes and came up witha couple of things, only things I did not let it delete were KMS stuff, could those be the culprit?

It is at around 50+% when I open it and then it drops under 10% after a second. It does this every time.
