[SOLVED] High cpu usage when task manger opens then drops to 15

I have recently got a new cpu and I have tried to play games and keep getting 30 fps.When I open task manager it says the cpu usage is 100 then drops after a little while. I have checked for viruses and I formatted my pc. In msi afterburner it says that cpu1 usage is constantly 100 and cpu2 usage is around 30.

Cpu: Intel pentium g4400
Motherboard: Gigabyte h170m d3h ddr3
12gb ddr3 ram
Gpu: evga geforce gtx 150 ti

Right, but that doesn't tell you what is using the CPU. Task Manager typically does. If you can narrow it down to the process consuming the CPU.

There are some malware that will persist after even a drive wipe, but I doubt that is it. Common culprits are the OS doing update tasks in the background. .NET optimization, Microsoft Anti-malware removal tool, disk cleanup and trim (though that would typically shut off if you start using the system) and a few other things.
Quite normal for task manager to demand a lot of CPU time when it fires up. All that data doesn't get on the screen through magic. As long as it settles down that is perfectly normal.

Have you looked through task manager to see if anything is actually consuming that much CPU? Run it in administrator mode?
 


I will try to run in administrator mode but even when task manager is not open I used msi afterburner and the cpu usage is still high.
