High CPU usage (windows 7)

Hi, I have this consistent high cpu usage since i reformat my computer from windows XP to windows 7, it took me 5hours to finish installing windows 7 64bit OS, when i finished i started to install drivers at first i thought its normal that its slow because there is no drivers yet, but after installing all the drivers, its still slow and my cpu performance is consistently going up from 50% to 100% , and my Physical Memory is averaging 20-25%, every time i open any window or application it stuck at 100%. I tried to run HD tune pro(downloaded it from another pc) and error scan shows 5 Broken sector in HDD and Average benchmark, no damage block on error scan, i tried to clean my pc remove and insert RAMs, change SATA data cable and reinstalling windows 7 but still the same issue , what could be the cause of the high CPU Performance???

Intel® Core™2 Duo Processor E7400 2.8 Ghz
inno3d gf210 video card
MSI G31M3-L V2
4GB ram
500gb Seagate HDD

The Core 2 Duo are old, mate. That CPU is from mid 2008.

They don't have the instruction set that new CPU's do, so they have to work harder to perform the same tasks.

A 64 bit Operating System requires a 64 bit set of instructions. I had Windows 7 on my Core 2 Duo E6420 some months ago. And I would experience high CPU usage when performing a task like opening a browser or a program.

You could simply have too many programs running in the background for a dual core CPU to handle effectively.

Also; 4 GBs of RAM is the bare minimum, anymore.

It might be time for an upgrade, mate.

oh i removed one of the 2GB ram and its good working fast and CPU runs smooth thanks for the help guys, maybe the other ram had conflict with my unit??? what do you say?
 
Umm it should slow down more if u remove the ram... Run memtest with each ram and check for problems... I doubt it's the ram... Did u clean install Windows 7 or upgrade? You should mostly try to format the whole drive and install New O.S then.. Avoids any old software/system issues... It could be because of almost full HDD or the bad sectors... Try to fix that.. I have an E8400 3ghz and I don't have any performance problems... Even with Windows 8.1
 
It's good, my other 2GB maybe is dead, i tried to run it with my other ram, now switching their places and same result 100% CPU and stock at 20% ram usage, maybe its the dead ram hehe thanks for the help guys 😀
