High CPU usage Windows vista

I have a old computer. It was made in 2008. I use it for gaming. After i installed a new graphics card. the games ran great. It just has been lately that my CPU (Central Processing Unit) has been high. I have Windows Vista. Also, i have ran a virus scanner on my computer. I don't have Nortans.
But, I also have been experiencing slow disk problems. This didn't happen before. I don't know if it was a virus. Or some bug with the system. I have been always gaming on this system. It's not the games. When i stop all the processes running at a certain time. it idles at 70% So i looked at my task manager. Nothing was taking up my CPU. I logged off all other users that were sighed in on the system. Whenever i play games, i don't lag. But my CPU stays at a high of 100%

CPU: AMD Athlon(tm) 7850 Dual-core Proccessor

RAM:3.0 GB

GPU: Ge Force NVIDIA GT 630 2GB

Windows Vista: 32 bit
 
If it's not a virus, it might just be the CPU itself. I have a laptop from 2012 and it sits at 50% usage all the time. Try running GameBooster, or Advanced System Care's Turbo Mode. It might help a little with clearing unneeded processes. Try running Smart Defrag, CCleaner, MalwareBytes, etc to clean out all the grime that might be causing such high usage rates.
