so is ti normal for my i5 3350p to have like 35-67% usage in assassins creed 4 and while starting the game from desktop 100% ?

Of course is! When I play Poptropica, (Yes, I know, I'm a little too old for that) My cpu never goes below 30%. It usually stays at around 60%, Sometimes it jumps to 100%.
