High CPU usage

Hello,
My internet connection frequently hangs and the Norton Antivirus message 'Windows Error Reporting - Dump Reporting Tool, often appears. it states that 43% of at least one CPU is being used. Could anyone explain this to me and, if possible, how to solve the problem in simple non-computer buff language? Thankyou so much.

Uninstall Norton, and install either Avast or AVG virus software. I have had many problems over the years with PCs that came with Norton preinstalled, and removing it always helped them run better.
