those are both windows services
and doubt you can stop them as they are related to lsass
can try when chrome is opened
press shift + esc keys
this opens chromes built in task manager and is a useful tool to see whats causing high cpu or memory usage in chrome
nothing there causing the high cpu
thats unfortunate
as the 2 services you mentioned are an essential part of windows
i think you can set cng isolation to manual if its on automatic
but setting it to disabled may cause problems
and dont think you can do anything with sam/security accounts manager while windows is running
