when starting google chrome, in the task manager i get high cpu from "Local security authority process".
inside there are two serivces running:
Cng Isolation
Security Accounts Manager.

the problem lasts for a few minutes.

nothing there causing the high cpu

thats unfortunate

as the 2 services you mentioned are an essential part of windows

i think you can set cng isolation to manual if its on automatic

but setting it to disabled may cause problems

and dont think you can do anything with sam/security accounts manager while windows is running

I just found out that the problem doesn't occur when using chrome from a different account.

possibly something to do with passwords/saved passwords is all i can think of why

Found a solution on the web. deleted an empty folder.

which folder was causing it?

the folder inside AppData\Roaming\Microsoft\Protect

thanks will try to remember that for future use
