Question High-demanding games start lagging after a few minutes

Hello everyone, for a few months now I've been experiencing lag after playing high-demanding games like GTA V. I've been looking for a solution but haven't been able to find anything. When I'm playing games my CPU and RAM loads most of the times don't hit 100%, not even when I'm lagging.



Specs:

8 GB DDR3 Ram

Intel Core i5-4590

NVIDIA GeForce GTX 960

ASRock Z97 Anniversary

CPU Load when lagging (individual cores):
1: 41.3%
2: 22.2%
3: 34.9%
4: 30.2%

Temps:

CPU: 25-37 °C

GPU: 34-64 °C



What I've Tried:

- Setting all settings to low

- Cleaning my PC

- Reinstalling my OS

- Replacing my CPU cooler

Is your BIOS up to date?
Are the temperatures you've posted whilst idle or under heavy load? Do you have the temperatures for each individual core?

All drivers and bios are up to date. Temperatures are under heavy load.

Each core, from 1 to 4 and CPU Package:
1: 36 °C
2: 38 °C
3: 37 °C
4: 36 °C
Package: 39 °C

So changing settings in game does not make a difference?
What is your make and model PSU?
What are the % usage of your GPU and individual CPU cores when the lagging occurs?
Have you checked background resources (especially Antivirus and Windows Updates)?

What’s your HDD activity and RAM usage when drops happen?

Also you have DDR3. DDR4 wouldn’t fit that system.

RAM and disk activity don't change. Sorry about the DDR4, must have been a writing error.

Changing the settings doesn't help.
The model number on my PSU is a Cooler master RS-600-ACAB-B1
I've updated the original post with the loads for each core.
Background resources stay normal.

I've also noticed that the lag disappears for a few minutes when changing from windowed mode and back.

I haven't been able to fix the problem, do you guys have any other ideas?
