High-end fancy gaming desktop runs slow

I built a computer right after thanksgiving, spent almost $2000 on the thing. Will put specs at the bottom. I get 65 FPS in GTA V as a high, and usually sit around 50-60 which isn't too bad I guess but that's with no AA and a lot of things turned down. Certain games (Warframe, for example) run extraordinarily well, 75FPS steady all the time. Others, even older games like Saints Row III, really struggle to even hit 60. Makes no real sense and I don't really know what I did wrong...

Specs:
AMD Ryzen 1600 @ 3.8 GHz
ASUS ROG STRIX 1080ti 11G @ 1.72 GHz
16GB (2 x 8GB) G.Skill FlareX 2133 DDR4 RAM
ASRock X370 Taichi
SanDisk Ultra II 480GB SSD
650W EVGA PSU ("Recommended" for the GPU)

With this rig you should beat all games at 60FPS@1080p (or even higher) at any time in this universe.

Have you disabled XBOX DVR?
Also, I think the issue with the FPS is actually the game's engine - that means the game is too old to support your hardware. (This is just a guess.)
