High-End GPU with Medium/Low-End 3rd gen CPU& MoBo, ddr3 Ram, and Storage. HELP? Please

A pleasant Evening/Day to everyone, So to get to the point i have this type of build

CPU - Intel I5 4460 @ 3.20 Ghz with stock intel fan (60 deg Celsius lowest - 80 deg Celsius max temp in game)

Ram - 1x8gb DDR3 HyperXFury 1600mhz (50 deg Celsius in game)

Mobo - Gigabyte b85m - gaming 3 (microatx)

gpu - Asus Rog Strix 1070 OC 8gb (50 to 60 deg Celsius max in game)

Storage - 500 gb Hitachi HDS721050CLA362 (SATA) (40 deg Celsius constant)

i don't know how you see my build. but i am a new to gaming so i don't know anything, but it really annoys me when i play games at high (not ultra) the games (GTA V, Mafia 3, and most open world 2016 - 2017 games) would stutter or will run but the game won't show things immediately or load in game (like mountains, road, buildings). So i have to set it to 1080 reso and run at medium settings the gameplay would run smooth but the world is just loading as i get there. what should i do? ask me anything if i am still lacking information
 
Solution
Open world games are CPU-intensive, so what you are experiencing is normal. The best you can do is getting i5/i7-4790, but it won't give you a huge improvement. Or you can buy a new MoBo and CPU.

can you recommend a cpu mobo ram combo or a thread/forum that is cheap or not too pricey? i really don't know what to do.

Our currency is Philippine peso so my budget is 20,000 Php i think that's 390 USD, Thank you so much for helping me sir. you can make it up to +/- 400 USD.

sir? if i may, i'm also curious if you can recommend an intel cpu based build, can you recommend one?
 
Honestly, I would not recommend an Intel build at this point. They are getting ready to change their CPU's, and those will likely require new boards. So basically in a few months you will be out of date. The only way I would consider intel is if you have the budget for the 7700k.

Even then, that CPU posted above, especially when overclocked, is no slouch. I've got one myself and it does well so far. It actually beats the i7 in multithreaded tasks, and in gaming, it's not quite as fast, but it's still a lot better than what you have.

i also did some research after my reply to your previous suggestion, and you're right it is pointless to build a good intel gaming rig with such limited budget and amd is a way better choice for my situation. thank you so much for your time and bless you.
 
Not a problem, glad to be able to help. I just actually built my Ryzen system. I've been an AMD user/fan for years. When I got ready for my setup, which was a bit of budget upgrade, I considered an i3 7350K, as my local microcenter had them for 130 dollars. But when I started looking at the new ryzen cpus, the price to performance is good for what you are paying, plus the fact that intel is releasing new cpus soon that may require new boards, I just can't see going into an essentially dead platform if you are going to build now. Especially if you are on a budget.
