Question High End New Build ... but so slow ?

Hello!

I recently put together a new pc, details of the specs can be found below and in the benchmark link as well.

I'm not sure what could be causing it, but despite having a good internet connection,

  1. I can't seem to load a webpage without refreshing it a few times (then it loads fine)
  2. Videos don't load until I refresh the page and the buffering takes a very long time
Both my old PC and work laptop are connected the same way but load everything fine and quickly, its only on this new computer that I am having these issues.

Regardless of the Internet load times, I also can't load previews of even images in my pictures folder and launching any game takes at least 30 seconds to a minute where as before it was instant. Its strange because I can boot up into windows less than 3 seconds, but can't open games in less than 40 seconds.

Even now, I open youtube on this PC and it doesn't load but on the work laptop its instant. Would really appreciate any help with this issue, its driving me nuts that I spent so much money and even something as basic as a thumbnail of an image in my pictures folder doesn't load.

Thing's I've tried,

  1. Test Internet connection (it seems to be fine)
  2. Disk clean up and defragment
  3. CCleaner
  4. Ran ESET for any viruses/etc.
  5. Updated all drivers
  6. Tried different browsers

...yeah, I tried as much as I could think of. Obviously some more stupid things than others :sweatsmile:

The disk cleanup deleted a little over a gig of stuff, despite the PC being new with barely any downloads (just steam, ESET, and a few other programs).

What changed between "before" and now? :unsure:

On my old PC, launching CS or anything else brought up the home screen within a few seconds. Now, it takes significantly more time. I guess my main issue is that there is a slowdown for whatever reason, both my RAM and SSD appear to be working fine but nothing loads quickly. Even thumbnails in my folders or webpages take either many minutes or I have to refresh the page 3/4 times until they start appearing.

Completely understand that this is such a minor issue, but its driving me crazy and so would appreciate any insight. I've been googling stuff for a while now and tried a bunch of things, but nothing seems to fix it.

Looks like there is a bios update and also update the chipset if that's old.

Thanks everyone for the help so far!

If you go to speedtest.net do you get similar DL speeds between the new pc & the laptop?

HAve you tried running the ram with XMP on / off ?

Any errors coming up in Event Viewer?

So this new PC included a new install of Windows, correct?

Check out MSI website. They have a recall out for their core liquid coolers. Yours could be failing(hence the low boost frequency shown in UB results)

This is a new build, and I installed Windows 11 myself via USB and I activated it as well.

The cooler seems to be working, I ran Core Temp while playing and the temperatures were all consistent as well. Any other way I need to test it?

BIOS is updated but I don't know if you mean updating the CPU as well? ...I'm not sure how to do that. I can look it up if thats what you mean.

BIOS is updated but I don't know if you mean updating the CPU as well? ...I'm not sure how to do that. I can look it up if thats what you mean.
Are you sure your bios is updated the date looks old?

I think you're both correct, my chipset driver and BIOS are out of date after all.

I'll attempt to update the chipset driver now and will do the same with BIOS late this evening (I don't have a flash drive...unless its safe to update BIOS without a USB?)

Just in case, might want to look up the log file, make a deep dive into it, and find exactly which of the OS files SFC /scannow wasn't able to repair. (Most likely, there are some.) Culprit may be within those, since your OS did have corruption in it.

For Process Explorer, is there anything specific that I should look out for? Any report to run? Screenshot below shows what I'm seeing.

There is 0 CPU utilization, which could be either normal, or strange.

I have i5-6600K CPU and during idle, my CPU utilization is ~22%. Your CPU utilization is mere 1.6%. It could be, that your CPU is that much better and all background tasks make little, if any, impact on what CPU can provide. Either that, or there is some issue with CPU utilization, whereby apps doesn't utilize CPU as they should, making everything extremely slow and sluggish.

Also, your Process Explorer image is partial. Full list of all running apps are far greater.

Oh, do you have 32GB or 64GB of total RAM? Since i can see from Process Explorer that the System Commit values hover quite high (compared to my build with 16GB of RAM, your System Commit is higher than mine).

What i'd like to know is, the value of System Commit which Process Explorer is showing you.
System Commit is the yellow-brownish graph/box, just above the "Working Set" on your screenshot. Just hover the mouse over the graph and click on it. It opens new window with more detailed view.


All-in-all, what i think the best course of action is, is to format your OS drive and make a new, clean Win install again. Since it's clear that your OS had some corruption in it (which SFC /scannow did fix but issue remained). <- This is the easiest and fastest way to get rid of all software issues. Better than finding the needle(s) in a haystack.

Hardware wise, your CPU, MoBo and possibly RAM look to be fine. But to test RAM, you need to run memtest86. Bare minimum of 1 pass, preferably 2 passes, while ideally, 4 passes. (1 pass = 13 tests and ~2h per 8GB of RAM).

So I ran the sfc /scannow again and this time the message was good.

Windows Resource Protection did not find any integrity violations.


I updated the bios as well, screenshots below of the updated BIOS.

How do I check if my CPU is actually fine?

I have 2 16GB sticks of RAM, so 32 GB total.

Seriously appreciate your help and insight. Something is off with this PC, it can't be that it takes me so much longer than my old 6/7 year old PC to open apps, games, join servers, or even load webpages/videos

How do I check if my CPU is actually fine?

If you can boot to OS and doesn't experience BSoDs or CPU benchmark crashes, your CPU works.

To test CPU performance, there are benchmark programs, like CinebenchR23, Prime95.
Run CinebenchR and look what numerical value you get as a result. This can be used to compare against other i9-13900K CPUs, to see if your chip performs like most others do.

What are your CPU temps btw? :unsure:
Download and run HWinfo64 and monitor your temps, namely CPU temps, both idle and under load,

Since this is the hottest running chip to the date and it would be normal running the CPU at 95-100C, even when using high-end CPU cooler.

From TH review:

"Raptor Lake exposes the most robust overclocking features and the highest frequency ceilings we've seen with modern chips. We've heard that most units can manage 5.7 GHz all-core p-core overclocks on 360mm AIOs, and we reached 5.5 GHz on Core i7 and 5.6 GHz on Core i9 and i5, all with a 280mm Corsair H115i watercooler. We optimized the voltages carefully, but do note that we often peaked at ~96-98C during stressful applications — right below the 100C throttle point. For reference, we regularly hit 100C at stock settings with our 280mm cooler, as you can see above in the multi-threaded stress test with the Core i9-13900K. However, the chip did regularly hit 5.8 GHz, as advertised, during lightly threaded work (second slide), and we didn't experience nearly as much of a cooling challenge with the Core i7 and i5 models."

So, the high CPU thermals could be the sole reason why your PC is so slow. Your CPU thermal throttles at all times, bringing down entire PC's performance.

Process Explorer - System Commit:

Everything looks good here. System Commit hovers around 10GB, which is same as i have it. Meaning that no programs aren't utilizing (or trying to) more RAM than they should.

I have 2 16GB sticks of RAM, so 32 GB total.

Like i said above:

16GB of RAM takes ~5 hours per 1 pass. Since you have 2x 16GB, one full pass can take ~9 hours or so. So, best to let the PC run the memtest86 overnight, when you're sleeping. This should get you one full pass.

If you get RAM errors, it's probably time to look towards new RAM. If no errors show up, your RAM is good.

  2. On the left side, the upload window appears. Before uploading, click on the blue circle with 3 blue dots in it.

  4. Afterwards, upload your file and download link is generated, that you can share here.
  5. Best part, all uploads there, are automatically deleted after 7 days. So, no worries that your data remains hanging on the net.

I would guess the lan/wifi port is either bad or needs updating and or disabled and reinstalled. It's looking like a hardware issue.

If this would be the case, the slow down would only appear when browsing the net/accessing apps that use net. But since slow downs appear even when OP is using on-disk file explorer (to open image folder), this is not the case and issue relies somewhere else.

Namely, is your PC slow when you boot into Safe Mode? :unsure:
