Question High End PC 100 CPU USAGE

Hello, I’m having this issue where when I play a game e.g, Rainbow Six Siege. I would get 100 cpu usage when playing. I went from constant 240fps to below 160ps average, this shouldn’t be happening since I have a high end PC. Another issue I had was when I played TF2, for the summer sale, I was running the game average 150fps. The lowest I saw my fps was 90. I was running msi afterburner too while I was gaming and the cpu and gpu were only being used 30%. Other issue is one of my freesync Monitors(Acer XF250Q Cbmiiprx) doesn’t detect freesync on my nvidia control panel, while the other does. When I open a game the screen would flicker black screens saying “dp in” on the top right till I turn off my monitor and turn it back on, to show my game again. This happened to my other monitor till it just turned black and did not go back. I had to switch from dpi 1.2 to hdmi 2.0 to get the 240hz again but freesync doesn’t show for that monitor in nvidia control panel. There is no option to disable freesync in my monitors OSD too. I'm getting the same FPS i used to get with my 1060, I don’t understand whats wrong.

I thought it was my new ram that I got, went from 2400mhz to 3200mhz, but when I put back my old ram the issue was still there. I have reinstalled windows twice too, but the issue was still there. I secured erase my main ssd that had windows too, to make sure it wasn’t installed still.I went back to stock clock 4.2ghz and the issue was still there. I have no virus either, I erased all my drives, and my cpu temps are good ~60-75c overclocked to 4.8ghz. I also updated my bios, and made sure every driver was installed in my pc. I tried DDU too, and it didn’t fix the issue. I think that it's my GPU, the DPs don’t function well when I open a game up. The only game that works well is the Witcher 3, the cpu stays around 50-60% and gpu is used at 80-100% which is good.

I don’t think my cpu should also be bottlenecking with an rtx 2080. Please anyone help me I am running out of ideas. I don’t want to take my PC to a local PC shop, but I think I might have too.

Completely depends on the application and how you're using them. Technically any component can bottleneck any other components, in Witcher 3 as you stated above, technically speaking it's your GPU bottlenecking your CPU if it's reaching 100%. It's dependant on the application.

Did you change anything before the random FPS drops occurred? Did this only occur after the RAM change? Are they running dual channel?
What monitors and resolutions are you running on?
What is your PSU make and model?

I installed a new ssd, am running dual channel , and my model is EVGA SuperNova G2 850W, I mean I don't think I should be getting 90 fps when I play Team fortress 2. Also forgot to mention that my nvidia did also freakout I got a error message a couple days ago too that said "nvidia driver not installed on your system" all I did was restart and it detected again. And my Pc would spike to 100 cpu usage at start up for a second and then go back to 1-10% usage

Was this just an additional SSD or did you reinstall your OS on this? If so, did you also reinstall your games fresh?

That's perfectly normal behaviour really.

I would check in Resource Monitor what is taking up the CPU usage if this is what is causing the slow downs.

The OS is installed in my main SSD, its a Samsung Evo, and my new ssd is used for games and such. and yeah I did reinstall my games fresh.
