Question High-End PC but low FPS in games such as Valorant ?

Hello guys! I just wanted to know if somethings wrong with my PC
PC Specs:
Motherboard: TUF GAMING B550M-PLUS WIFI II
Processor: Ryzen 7 5800X
GPU: NVIDIA GeForce RTX 4070
RAM: 32 GB Ram 3600hz
OS: Windows 11

Monitor: 360 HZ 1080p

Also the BIOS is updated all the drivers are updated

Fresh Installed Windows 11 so there's no Virus or Malware at all

Initially i already set up my Nvidia control panel to Performance, Low latency: Ultra, Texture Quality: High Performance
i got 200-300 FPS in-game
Vsync: off

Limit FPS: OFF

I already set up my RAM to DOCP

My FPS should be higher right? avg of 700-800 fps but why am i getting low fps

I have a friend that has r 5 5600x 3060ti 32gb 3600mhz ram and his average fps is 400-600 fps it wont go down to 300 fps mine it will drop to 140 fps

Can someone help me?

Fresh Installed Windows 11 so there's no Virus or Malware at all
Did you install the OS in offline mode? If not, use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually reinstall with the latest GPU drivers in an elevated command.

You forgot to mention the make and model of your PSU and it's age.

Yes in Offline Mode also my PSU is 850 Watts GOLD my pc is 1 yr old
