High end PC but running slow

So i saw some benchmark results for assassin's creed origins with the almost the same specs as mine and found that their results were

Frame score: 8840
avg fps: 74
cpu(ms) : 13
gpu(ms) : 13

When i run my benchmark, the results shown are
Frame score: 6175
avg fps: 54
cpu(ms): 19
gpu(ms): 16

My specs are
GPU: Gtx 1080 Gigabyte Windforce OC (My gpu is not overclocked)
CPU: Intel I5-8600k clocked at 4.3ghz
RAM: GSkill ripjaws V 2400mhz 8gb & Gskill Ripjaws V 3200mhz 8gb (clocked down to 2400mhz)
MOBO: Gigabyte b360m ds3h
Toshiba DT01ACA100 1TB hdd
WDC WD10EZRZ-00HTKB0 1 TB hdd
No ssd and windows is installed on hdd

His specs are
ASUS Strix GTX 1080 Advanced (Overclocked)
Intel i5-8600K
16GB 2133MHz RAM
MSI Z370 Gaming Plus
CoolerMaster B600W
1TB Seagate HDD
120GB SSD (Windows installation, Game Location)

Also my pc takes around 40 seconds to startup, malwarebytes says there are no problems as well as windows defender.
 
So multiple things im seeing

Since you dont have Z board you cant overclock the cpu so its running at its boost speed. So the i5-8600k will run at 4.3Ghz on 1 core 4.2Ghz on 2/4 cores and 4.1Ghz on all 6 cores, this all depends on the load on the CPU. Since you are benchmarking I would guess its using all 6 cores so you will only run at 4.1Ghz.

Next would be your ram, mixed sticks and at what CL #'s how does that compare to whatever the other computer is.

40 seconds seems about right on bootup time with a platter drive, that is on par with some computers we have at work running windows 10 and a platter drive.

the last thing would be the milliseconds response time of the CPU and GPU as it is slower then the test computer you are trying to compare with.
 


When running any games, on my performance tab on the task manager, it says that the processor is running at 4.07 ghz so yeah . Also after my computer boots up, it takes a while for everything to be running stable.
And both my ram is set at 2400mhz and so is the guy's performance i am comparing with.

and yeah i know that the ms is slower but how do i fix it?
 
I mean unless you know the exact specifics of the computer its hard to tell why yours is slower then his.

What version of windows 10 is he on, is it fully up to date, are all his drivers up to date.
Is that computer on a Z board, is it OC'd, did he lock all 6 cores to 4.3GHz?
what CL#'s are his ram running,
is the GPU overclocked or running the same exact speeds yours is.
Is that computer installed on a HDD, SSD, or NVMe drive?

I am pretty sure SSD wont cause a 20fps increase on ultra settings on 1080p.
All my settings in the control panel are NOT SET TO POWER SAVING and set to max performance.
 


He mentioned that his cpu is at stock speed. His settings are ultra, v-sync and dynamic res off. I put it to the exact settings. I think it may be some sort of software issue. usually in games, cpu and gpu overclocking increases fps upto 10 but not 20 avg ( i think ) .

The thing i am having trouble figuring out is why is my CPU and GPU ms time much higher?

In my benchmark, the cpu and gpu ms are around 12-14 at the beginning and as soon as it starts rendering villages and cities, the cpu ms just increase to 17-22. the gpu ms increase to 15-17.
