Question High-End PC Fps issues

Hello guys i have an rtx 3080ti
i9-12900k
32gb 6200mhz
motherboard z690 ulta aorus
supply 1000W

and i having less fps then my friend that got 3060ti on every game and help please

Yes monitor connected to gpu
CSGO 250 fps and my friend with 3070 gets 600-700, valorant 200 fps all low resulations 1080p
i tried to restart my pc for factory settings a lot of time

also i got drop fps on fiivem and its happend only for me

hello guys i am having an issue that i have very good pc and expensive and getting in all game low fps
for example: Valorant (All low settings ) - 120-260 FPS, FiveM(Mid settings) - 80 FPS in very optimize server that my friends gettings more fps than me with lower specs as me, Overwatch ( Mid-High settings) - 120 FPS, CS:GO(Low settings) - 300 fps max ( that my friends getting more fps than me with bad pc )

my specs are:
CPU:19-12900K
GPU: GIGABYTE G1 GAMING RTX 3080 TI
MotherBoard: Aorus z690 ultra
PSU: CoolerMaster 1000W ( don't remember the specific model )
Memory ( RAM ) - Corsair VENGEANCE 32GB ( 16x2 ) 6200mhz
Cooler of the cpu: Lian li galahad AIO 360
Fans: 10 of corsair 3 of the cooler gpu

i have tried everything to fresh install windows ,Clean PC, Enabled XMP Profile(i have thinking because my motherboard dont match to the RAM model so maybe here the issue), And i have tried aswell to reset the bios settings by the battery many times.
I don't know how to do benchmarks and share the results if someone have any tutorial to send me for how to use benchmarks and share i will appreciate that
