High-end PC getting low fps on most games

Hi, I recently got a new PC and have found that a few of the games I'm trying to play are giving me alot of problems. Games such as overwatch, paladins, evolve, warhammer vermintide, Abzu and metal gear rising have all ran fine with no problems.

Then I tried Wolfenstein old blood, it all runs fine until I enter combat and then frames plumet below 10fps. Also tried Dark Souls 3 and dishonored both giving me around and below 30fps.

The thing I find weird is even with V-SYNC on or off nothing seems to change, tried rivatuner to cap fps and nothing changed, the same for playing on low/max in game settings, fps doesnt change at all. Any ideas as to what could be the problem, I cant think of anything else?

I've updated drivers, monitor is connected to gpu not mobo.

Running:
i5-7600k @3.8ghz
GTX 1080 Asus strix
windows 10

Hello,

I found the answer out by looking in bios, for some reason all my clock speeds were set to 0.8ghz (have no idea what caused this). Cleared cmos and instantly got great frames on games that ran below 30fps before hand.

Hi and thanks, I have been using HWmonitor and Afterburner, temps are around 40c for CPU idle 50c in game, GPU is also 40c at idle and 60c in game on average. I'll check usages when I get back. The video cable is connected to gpu.

In game:
GPU: 16%, 56'c, 1671 MHz
MEM: 2439 MB, 5006 MHz
CPU: 80%, 40'c
RAM: 5246 MB
D3D11: 26 fps

Idle cpu and gpu:
GPU: 5%, 40'c, 203MHz
CPU: 20% (current value), 37'c, clocks: 801 MHZ

At times the CPU was at 100% usage, does this mean its bottlenecking and I need to overclock? I did have it OC to 4.2ghz but was getting high temps at 70-80'c so kept at stock 3.8ghz.
