Question High end Pc "lagging" with high fps

Hi, So for a couple of months now most of my games have been "lagging" in the sense of that it feels like I have lower frames than what I have, at first I figured It was my pc parts, but Iv upgraded it a few times now and with my current fps and parts It's not as smooth as I would expect. Iv tried finding solutions for a while now but nothing seems to be working.
specs:
Acer monitor - 144 hz ( overclocked to 180, but tried on 144hz on 2 different monitors no change)
ram - 3200mhz 16 gig
rtx 2080
i5 9600k
asus prime z390-a
750hx corsair psu
1tb ssd m.2

Iv measured temperature and cpu/gpu usage while playing and It all seems to be fine.

Someone mentioned in another thread, Nvidia control panel, Manage 3d Settings, Power Management Mode - change to Prefer Max Performance

Maybe that will help

Monitor speed has nothing to do with your FPS in game, unless you have V sync on

I already have that settings on, The reason I brang up hz is because iv seen others comment about it and didn't want it to be a bunch of comments about if my monitor is broken or not.
