High End Pc not performing well(1080Ti , i7-7820x)

Hi i got my PC yesterday and installed some games,when i use google it looks a little slown and sometimes when i use the scroll it takes like half a second to a second to roll, on games like CS:GO it runs about 120-150 fps and H1Z1 KOTK it runs like 20-40 fps, the temps are good and the cpu usage and the gpu usage too.
Help me pls

CPU - Intel Core i7-7820x 3.6Ghz
GPU - Asus ROG STRIX GTX 1080 Ti OC
MB - Asus TUF X299 Mark 1
RAM - Kingston HyperX Fury DDR4 2400Mhz 32GB(8X4)
HDD - 2TB Seagate Barracuda 7200rpm
SSD - 480GB Kingston A400
COOLER - Cooler Master Hyper 212X
FANS - Four Sickle Flow 120mm Green Led 2000rpm
CASE - Nox Hummer MC Black
POWER - Nox Urano TX 850W
OS - Windows 10

You are on the right track. Keep going with the basics.

Is this a pre-built machine or did you build it yourself?
Are you using Windows 10?
Run all available Windows updates.
Run all available driver updates from the manufacturer, not from third parties. Example, your Asus motherboard updates should ONLY be downloaded from Asus https://www.asus.com/us/Motherboards/TUF-X299-MARK-1/HelpDesk_Download/
Do not install any junk cleaners, PC optimizers, or defrag tools. Malwarebytes and CCleaner should be the only tools you will need to run periodically.
If CS:GO is smooth but H1Z1 is laggy, what is different between them? Try tweaking graphical settings in-game or with Nvidia GeForce experience.

Your PC is a beast, hardware-wise it should...

No it´s in general it does not perform as expected
What i tried:
Reinstall OS
Reinstall GPU Drivers
Reinstall MB Drivers
Reinstall the games
Unplug GPU and plug did the same to all Ram´s and CPU
Tested all Ram´s

And some games that i can play they like stutter like they lag for a milisecond
Sorry for my Eng im not that good.

Your PC is a beast, hardware-wise it should be able to handle anything. But as with any computer, performance issues can rely on your environment. Let us know if anything changes.

Hi,

Most likely you have enabled Turbo Boost 3 on your system, which is known to be having issues in gaming - creating lag and stutter. Besides, it can easily perform well with some games, while with other you would have issues. In any case, I would suggest disabling it either in windows (r-click on the icon and click disable) or BIOS. For more reference you can read here.
