High end pc performs terrible despite decent scores in benchmarks

I've got this major issue with my new rig being a relatively high end pc (mostly workstation) that performs really terrible in games such as Battlefield 1 (previous system ran like a dream despite older and less powerful hardware) Also tested with singleplayer just to see if it was an internet connection issue, which sadly i wasn't...

I get decent scores in benchmarks but the actual game(s) lag quite a lot and got massive fps drop so it looks like the game runs in slowmotion! It makes absolutely no sense when the system scores 99.5% in stress test done several times just to be sure...

I also get lag in desktop even though i've done my best to improve it... High CPU use up until i open task manager?!

Specs:
Mobo: Gigabyte Z270 Gaming 7
RAM: Corsair vengeance DDR4 LPX 3000MHz 32GB (2x16gb) Downclocked to 2400MHz because the Mobo/CPU doesn't support 3000MHz unless it count as an overclock!
CPU: i7 7700k clocked at 4.5GHz
GPU Sapphire Radeon RX 480 Nitro+ OC 4GB
Hard-drives: Samsung SSD 850EVO 500Gb + WD Black 4TB 7200RPM
PSU: Corsair HX750i

Don't know how to post pictures in here but 3D Mark score with "Fire Strike high end desktop test" is following
Total score: 11285
Graphics: 13382. Test 1: 63FPS. Test 2: 54FPS
Physics: 13506 (43FPS)
Combined Test: 4660

Tbh i don't know it's a lack of power problem which i doubt since my previous computer ran with for it's time a similar system but with smaller PSU. It ran perfectly in any games even Battlefield 1 with a GPU that technically couldn't run the game like it did (MSI R9 280x)

Mobo: MSI z97 gaming 3
RAM: 24GB 1600MHz DDR3 Corsair Vengeance LPX (2x8GB) & kingston (2x4GB)
CPU: i7 4770K
GPU : MSI AMD R9 280x
Hard-drives: Samsung 850EVO 128GB & WD Blue 1TB + another WD drive (250GB) i can't remember what model it is
PSU: Corsair TX650
 
Solution
Redo the gpu drivers, but instead of going through express install, use custom. Right after that choice, you'll see a switch to just install or Clean Install. Use the clean install. What express does is just look for the specific files, so if they are already there, it leaves them alone and just overwrites any additional files. If there is any conflict in the installed files, it'll not see them. Clean install overwrites every file, whether you have it or not, so will fix/overwrite any corrupted data or links.

Hopefully this'll allow any links to be reinitiated/reinstated and your gpu basically be reset.
Update the mobo drivers for lan, USB controller, Sata controllers etc. Make sure windows is fully updated to the newest version, sometimes gpu drivers will be in conflict because of date codes.
In Windows power, make sure it's set to performance, or at least run through the advanced options and make sure any Eco settings are disabled, all cores are unparked and cpu can run at 100%
 


 
I have done all you've mentioned so far. Trying via the app gigabyte provide to tweak the cpu and bit within the warranty limit. But shouldn't it be a gpu problem as well?

Did you by any chance upgrade your monitor, or increase resolution? This would increase the GPU workload and decrease frame rate.

Try running the game with MSI afterburner's on screen display set up, and find the CPU/GPU/ram usage while receiving that poor frame rate.
 



Done that now and for some reason i get a steady 60FPS (on high settings and not ultra set as default) in BF1 with a steady gpu temp at 72 and cpu temp at 53. ram usage is ofcourse 8GB since there so much memory to take from. Gpu was drawing around 70-130W depending on what was required by the busy bits of the game.

I still get stutter and flickers here and there but the game is now playable for some reason.. Haven't really tweaked that much OR OC'ed the system. I did a little bit to start with by using mobo software but decided to revert to default setting since it might start to bottleneck the rest of the system.

Still got delay in dekstop though... But i have done what i can to reduce just that. Even got my hands on !Process Hacker! to set resource priority on several programs but was hindered by my anti-virus software on some programs. Don't know why but only software.exe could be adjusted but not service.exe that was associated with that particular software.

This is getting tiresome xD I've used days now to get it up and running. I feel i'm only 70% there....

Curious side-effect i now get by again reverting to the latest GPU driver is that BF1 now runs relatively stable but benchmarks can't find the GPU and therefore crashes as a result.
