High end pc shuttering low end games (LoL, CS:GO)

Hey guys, I have a pretty high end pc and from about 6 months ago games just started to "shutter" i have absolutely no clue as to why they would shutter or why it was slowly getting worse. I originally believed it was a software problem so i took my computer to my local repairs store and they said it was my anti-virus, took it in again (the problem persisted) and they said it was a virus. I restored my pc to factory settings and the problem was still there. When i took it in today the guy there said the games I'm playing are poorly optimized, he also stated that my pc ran BF3 and other high end games on high without shutter and that i should search the internet for help. I have been searching for a solution 3 months prior to today and still no one can help me. I know its not an internet problem as my school pc has no problem when running games like LoL. I would appreciate it if anyone could provide any information as to why games like LoL and CS:GO have extreme shuttering.

I'm sorry to hear about the issues you are encountering with your rig. 🙁 I think it would be best to test the hardware, since it's not likely to be a software issue after the Windows reset. Can you please tell me if you are running the games off of your SSD or the WD HDD?
I'd recommend you to test both storage devices for issues. You can use this thread for some SSD diagnostic tool suggestions: http://www.tomshardware.co.uk/answers/id-1926483/ssd-diagnostic-tools.html
As for the hard drive, I'd recommend you to use WD's Data LifeGuard Diagnostic and run both the QUICK and the EXTENDED tests from the utility here: http://products.wdc.com/support/kb.ashx?id=Q4KR2F
This way we can determine the health and SMART status of the drives and rule them out (if no errors occur) as the source of the issues.

Hey Soph, thanks for the response. Im running games both off my HDD and SSD. I've run and installed the program you suggested and its come up saying that both my drives are healthy, is there anything else you can suggest for me?

Glad to hear that there's nothing wrong with the drives. My next assumption would be the graphics card, so I'd recommend you to test it as well. so i have tested my pc on memtest with 4 sets of 13 tests and it came up that there was not a single error with my RAM or my CPU. I have bench marked my GPU using unigine heaven and my GPU runs extremely well, it runs on high with an average fps of about 60-70. I'm not sure what else to test of my hardware 🙁 is there anything else you could suggest?
 


I reinstalled both games twice then restored pc back to factory settings and re downloaded them again and they still have the same issue 🙁 I tried both the things on that forum and still no luck... thanks for the help soph! If anyone has any other ideas i would appreciate it. Just to clear it up I experience
-Micro stutters
-Lag spikes
-Sudden freezes
