Question High-end PC struggling

So I recently bought myself a brand new computer and built it on my own.
Specs:
i9-9900k
ASUS DUAL-RTX2080
- I use GPU Tweak II
2x8GB (2133MHz) - Currently using my previous computers chips due to the new ones being defect. Waiting for a THIRD package.. Waiting for Corsair Vengence DDR4 2x8GB 3200MHz.
ASUS ROG STRIX Z390-F GAMING
W10..1903


When I built the computer I didn't really come across any issues, other than finding out that my RAM was defect. I installed my old ones and it worked 10 times better.
This is also my first time using W10, I've heard that W10 got tons of stupid options turned on by default. So any info on what to turn off would be niiiice :) Background recording is turned off.
I can also say that I have a fair amount of knowledge when it comes to computers. This is my very first REAL build so I still have stuff to learn. I have kept an eye on the temprature using CPUIDs HWMonitor, and everything seems to be working just fine.
I have not tried to reinstall W10 YET, just because I really don't want to set everything up again.
I will be honest, I tried to overclock my CPU and GPU just to see their MAXIMUM POWERLEVEL but I have very little clue on how to do this. I tried to follow long and detailed youtube videoes but I always ended up with a bluescreen. I turned everything to default and haven't touched BIOS since.

I've had the computer for about 3-4months. So I can't remember exactly everything I have tried to do.

These are some issues I've had with my computer while playing games:
  • Random lag spikes, FPS drops every 5-30min(it's not stable at all..) where I can go from 200fps to 50fps for 5sec.
  • I feel like I can't play with ultra/high settings in any game without something going wrong, like crashing or lagging out.
  • Today I played League of Legends and my game ran on 100-150 FPS, I remember my first tests a couple of months ago the game ran on 300+ FPS with Very High settings. I changed all graphic settings from Very High to Low and nothing changed, I find this very strange.
  • Tons of game crashes. I can't play 2 hours of Overwatch without the game crashing atleast 1-2 times. I can't play World Of Warcraft for 3 hours without disconnecting 3-5 times. I have tried to fix these issues by googling.
  • Randomly I can't click on menu options anywhere on my computer. The start menu button stops working and so does everything else. A restart solves the problem.
All in all I feel like my computer is very unstable, and I know for a fact that the performance it gives me is lower than it should be.

Any help is greatly appreciated :)
I will follow this thread daily, ask for any questions.

EDIT: Now I'm running on 60-70FPS(with spikes) in World of Warcraft with close to no addons and on the lowest settings 🙁
