Question High end PC - stutters/FPS drops

Hey!

I've tried to find similiar topics, and haven't been able to find an soloution to my problem.

Here's my specs:
CPU:: AMD Ryzen 9 3900X Processor 12 cores / 24 threads / 4.6 GHz
Motherboard:: ASUS ROG Strix X570-F Gaming - ATX / X570
Chassi:: Corsair Obsidian 500D SE / RGB
Power: Corsair RM750X V2 / 750W / 80+ Gold - Svart
Cooling: Corsair H100i RGB Platinum / 240mm
GPU:: MSI GeForce RTX 2080 Super Gaming X Trio 8GB
Memory: Samsung SSD QVO 860 2TB
OS:: Windows 10
RAM:: Corsair Vengeance RGB PRO 32GB (2x16GB)
Extra fan: Corsair LL120 RGB / PWM / 120mm / 1-pack / Add-on - Svart

So I do experience stutter and FPS drops in...honestly...all games. The PC is kinda new, bought it just some months ago. So I play games such as Battlefield, World of Tanks, LoL, Assassins Creed etc...The FPS drop lasts for 1-2 seconds, then everything is normal again, it doesn't matter what kind of settings I have, I do still get it, I mean, I shouldn't even be able to get it?
This is happening every day, every game I play. My old PC, which is 100 % worse, didn't suffer from these FPS like I do now, it's so odd. I can't seem to understand what the main problem is...

Things I've tried:
  • Disable Xbox game bar- no difference
  • Clean my pc from dust - no difference
  • Uninstall iCue - no difference
  • Tried another monitor - no difference
  • Disable shadowplay in Geforce experience - no difference
  • I have updated every single driver you possibly can upgrade - no difference
  • Disable USB port 3.2 - no difference
  • Did a sfc/scannow, found nothing - no difference
  • Closed background programs - no difference
  • Turned off diagnoistic policy service- no difference
  • Reduced graphics - no difference
  • Uninstalled MSI Afterburner - no difference
  • Put battery power - to prefer maximum performance
  • Tried vsync on and off - no difference
  • Scanned my pc for viruses - no difference
  • Reinstall windows - no difference
My temperature while gaming seems to be fine, I get my GPU temp around 50 % and my GPU usage around 98 % in Assassins Creed oddyseus. Similiar result in the other games. my CPU temp is around 62 % and my CPU usage is hard to say, considering it jumps around a lot.
I've spent a lot of money and time on this PC, I did not build it, the company built it. I have tried most of the things I can think off. There shouldn't be any problems with this PC, considering the specs.

Maybe run ccleaner and use the tool that checks for problems in your registry. When I lasted scanned I found a ton of problems with my registry.
