High-End PC under performing?

Hello everyone, recently I have purchased a GTX 980 Ti to game at 1440p resolutions. However, after I built my new rig with a new PSU and SSHD my PC has become really slow after installing Windows. I havent overclocked anything and Im only getting 30 FPS in Far Cry 4 1440p. Also Unigine benchmark was slow only getting 35 fps. I feel like I have a faulty PSU because I ordered a refurbished Corsair AX 850 PSU from Newegg. Also, ,y operating system in general is sluggish, chrome takes minutes to open, and my pc stutters. Although, I have only 4gb of Ram as well since the other stick failed on me. Should I upgrade to 16GB ram first? Or replace My PSU? Thanks in advance!

Download CPU-Z and GPU-Z and check to see what speeds your processors are running at.

With a 4790K CPU, you should have 8 - 16 GB of RAM. You also need a CPU that can power the rig. you need both working, and not refurbed.

Not sure what your hard drive is, but the hybrid drives perform much more like mechanical hard drives, and nowhere as fast as true SSD's.

If you feel that your PSU might be failing, I would DEFINITELY replace it first, since a failing PSU has the potential to take your whole system with it. I would suggest that if you are only gaming, get an 8 GB kit of RAM at 1600 to 2133 MHz, as 8 gigabytes is still really solid for gaming and medium duty multi-tasking. If you use your computer for more than gaming, 16 GB it is, and for that I suggest 2133-2666 MHz range. Good luck with your PC.
