High End PC Very Low FPS

okay so to simply start this out im creating this post because i am at a massive road block.

I built this pc back in April this year with all new parts " Except for the GPU" Used from a friend who upgraded - Never overclocked

The Build Specs Are :

MOBO: ASrock Killer SLI/Ac - Cooled with a Corsair H100I V2
CPU: Ryzen 7 1800x
GPU: MSI GTX 1070ti Titanium Edition
Ram: Trident G Zskill 2x8-16gb 3200 Rated speed ram
Storage: Evo 960 pro m.2 SSD
Storage2 : WD 1tb hd
PSU: Corsair 750w
x2 27 " Curved 60hz monitors but thats besides the point
So the main issue here is i know i should be getting higher Benchmark scores, And higher GPU scores
Everything is up to date: bios Ect.. driver..ss
my main issue is the fact that my buddy is running significantly higher FPS than me with a 1060 6gb.

Playing a game such as Arma 3 For example with a buddy with a simular Setup : Excluding the GPU and MOBO

Is running at a higher fps and steady FPS than me with a Lower End GPU : For Example he is running 80+ fps Ina area where im running 35-50 maybe, Same Settings, Same everything Expect for the GPU and MOBO: he has a 1060 6gb and a x370 ASrock Tachi that is the only difference between our pc's and mine is lacking and i dont know why

The gpu was not the issue because i went abought a new 1070ti to test and it ran the exact same

Using DDU to clean the drivers and re install with each swap of the gpu, so that turned out not to be the cause

I have done a Fresh Windows install Along with every single update, Ive tried overclocking, Ive checked the hardware, Programs, Ect.. Nvidea settings, and the Ryzen master + the ryzen performance mode

I dont know what to do/ Replace, and i need some damn help from anyone PLEASE. lol im not a total dummy when it comes to PC's ive been working on them and building for years but im seriously stumped with this one

What should i do!!

Make sure your power setting is set to high performance, make sure your gpu is in 16x rail, make sure your motherboard is set to pcie 3.0, make sure all power saving settings on motherboard are turned OFF. Download Msi afterburner and aggresivley overclock your 1070ti, trust me it can handle it. Tell me what settings you are using in the nvidia control panel. YOU ARE USING TWO MONITORS? Dvi ports being used correct?
Trident G Zskill 2x8-16gb 3200 is for overclocking.

You might check what the memory is running at. Since your not overclocking, you might try running the memory clock at 2666MHz or 2933MHz.

If left on [Auto] the memory clock will default to 2133MHz, which may cause poor performance.
