Question High end pc with normally good frames has random frame dips and really slow rendering in fortnite

I think this is a hard drive problem because I have good cpu and gpu temps and my drivers are up to date anyways my specs are as follows

gpu: gtx 1070

cpu: ryzen 5 2600

ram: 8 gb ddr4

cpu/gpu temp and usage during the game?
ssd or hdd?
make and model of the psu?

Its an hdd
Cpu usage is about 24%
Gpu usage is about 40%
cpu temps is around 40 degrees Celsius same for gpu
Ram usage is around 25%
and my psi is a modular 650 what gold plus
