High Fluctuating 100% CPU usage, possible virus?

My computer's admin login profile could not be loaded. So i made a new user profile which i use now, not too much of a problem. But after doing this my CPU is suddenly fluctuating massively from like 14% to 100 depending on how much is open, before i had the problem, my computer could run programs such as discord, spotify and chrome all whilst running a game of fortnite, csgo or something. My cpu is an Intel i5-4590 3.3GHz.
 
When I have no game open it fluctuates from 14% to 70, chrome being the process using the most of the CPU but when I have a game open the CPU usage is constantly 97 to 100%, with the game having the majority
 
Normally a corrupt user profile combined with high CPU and/or HD usage indicates infections(malware/rootkit/virus). You are going to want to boot into Safe Mode w/ networking and run the following:

It's suggested to also run either(or both) Malwarebytes: https://www.malwarebytes.com/ & Superantispyware: http://www.superantispyware.com/
(perform full system scans with them... usually Malwarebytes will pick up a few things that Superantispyware doesn't(and vice-versa)

Afterwards, it's a good to check out what apps are attempting to load with Windows. Windows could be trying to run corrupt/missing items that could be problematic. It's also good to see what actually is set to startup with Windows. For this, I suggest using:
