High FPS (200+), stuttery camera movement

I've got this problem for a while now and it's driving me crazy.

My pc specs are:
CPU: Intel pentium g4560
GPU: GTX 1050 Ti 4gb
Ram: Crucial 8gb ddr 2133mhz
SSD: Kingston A400 240gb
Monitor: AOC 24 inch 60 hz refresh rate

For example I play csgo with 200+ fps and when I move my camera or go around the corners screen becomes jittery, it's not like screen tearing but it isn't smooth, feels like frames are skipping. Also in world of warcraft when I stand still it's all good, but when I move my camera I get micro sttuters and jittery feeling, skyrim same.

Can anyone help me with this?
 


If I limit fps then the tearing becomes a LOT worse, I'll try to upload a video so you can see what it looks like.
 
That's the video and the monitor not being able to sync up,other then getting a gsync monitor the only things you can try is to use fastsync in nvidia control panel and/or limit your FPS with riva tuner to a multiple of your monitors vsync so if it's at 60Hz limit your FPS to 120 or 180 FPS and look if that helps.
