High FPS but choppy

This new GPU just gave me nothing but problems. So here's the problem, in every single game I try to run, despite having high fps while moving around It just feels very choppy until I turn on VSYNC and I never had this problem before. I always has some small un-noticable screen tearing but this is making the game really not fun to play. I know my CPU is a bit weak for the RX 590 but I can't play a simpliest game like Roblox as weird it seems. I also got this new monitor but it wasn't like that when I got it, it started like 2 weeks later. And it's like that on my TV too.

What I tried:
DDU,reinstalling windows,chipset drivers,different gpu drivers,monitor drivers...

GPU: RX 590
CPU: i5 4460
MB: GA-H97-D3H
HDD: WD 1TB
RAM: 8GB 1600MHz HyperX
PSU: SeaSonic 750W Focus Plus Platinum
MONITOR: 226E9QHAB_00
 
try dropping the MHz speed from 75hz to 60hz and see if that clears it up. I think hdmi can have problem pushing 75hz. Make sure you are using your grpahics card to run games and not the cpu on board graphics. Check in device manager and make sure the video card is enabled.
 


I have already tried that multiple times. And it did not help much. And I don't think a Intel HD will give me 90 FPS in any newer game.
