High FPS, but game stuttering

So, I know that a lot of people have posted about this issue, but I just can't find any solution. I had a faulty GPU and it cost me a lot of money to replace it, especially now. The problem is that I have like 300 fps on csgo, but the game is stuttering and it is really annoying. It doesn't happen on Overwatch when I'm playing with ULTRA settings, it plays really smoothly. On PUBG, it doesn't matter if I have LOW or ULTRA, it will run exactly similar. My GPU is not going above 65 degrees celsius, which I believe, is better than average. My CPU doesn't go over 55.

Things I tried:
* I have reinstalled windows after I installed my new GPU
* Reinstalled drivers many times, made custom installs etc
* Pubg is better with V-sync, but CS is not that fun to play with v sync

My specs:
i5 4670K (not overclock, should I overclock?)
Aorus GTX 1060 6gb
2x4GB Corsair Vengence ram
2x4 HyperX ram (I have different because I got two for free)
EVGA 500W White
Samsung SSD 250 GB

WHAT DO I DO... I WANNA DIE 🙁

Update: I am playing with a HDMI cable, can that be a problem?
 
Solution
Could be anything, cpu usage spikes due to background running processes or windows updates. High Hdd usage, but having an ssd like you do does help if anything was using it while you game

It varies, but the usual stutter is to do with cpu/ram and hdd or heat/throttle. As performance is halted or drastically decreased over short intervals.


If you cap csgo to 59, it will lag really bad. having fps max 300 is better, I tried. Yes it is a 60hz, don't have the money for a 144 🙁

Anyway, the problem is that it didn't lag with my last GPU, AMD r9 270

I mean, that's an expensive way to see if a problem will go away. What if I bought a 144hz monitor and the problem is still there? That will cost me a lot. Also, I've seen people have this even on 144hz monitors.
 
Well maybe your issue is something else then.

You know yourself what happens if you put more fps through a monitor that can't handle it all, frames start to drop and overwritten and see the end result being choppy playback. Reason for Vsync.

I used to run 60Hz screens now i have a 144hz gsync, and never get choppy playback. Played L4D @ 144fps and its butter smooth. When i used to run 60Hz, i knew my fps was higher so i had to use Vsync (Before Fast sync was a thing) and i capped the frames to 59 to eliminate input lag. Nice trick, similar to how triple buffering works in opengl games but better.

But you need to have the fps 300 in csgo, i get for twitch or hitbox reasons but even 300 is too much, no servers have a tickrate of that amount.

 


How come many of my friends can play cs at 200 fps really smoothly, even though they have 60hz monitor?

Fact still remains from a physical limitation of 60hz.

The proof is there all over the internet and those who have made the jump to high hz monitors will never go back to 60hz
 


I'm pretty sure that it's not the monitor, because when I had my r9 270, it was so smooth. I think it's a hardware or software issue in the PC, just have to find the problem...
 
Win10, disable gamebar / game mode the lot. Optimisations by Microsoft a blend between bordeless/fullscreen might not be for you, it can cause problems. Can also force disable fullscreen optimisation in compatibility options of application exe.

Smoke and mirrors albeit if Windows was affecting your performance it'll be these additions Microsoft added since creators update
 


I mean the most annoying thing is that when I play Overwatch, it runs butter smooth on ultra settings... a much more requiring game than cs go... why is that?

Who really knows what Win10 is doing. Could even be spectre/meltdown causing some of the issues. Would a bios update help at all? Don't know.

If the usual things aren't working like;

Gamebar/xbox dvr/fullscreen optimisation
Fast sync
Power plans, Windows & gpu

Then just wait and hope the next os update or gpu drivers/ game update helps.

Im still running Win7 whether thats significant or not. 2600k @ 4.5 with 1080ti 144hz gsync. Pugb, Csgo, Gta5, Far cry4, Dying Light, Doom, quake, Wolfenstein, Ghost Recon and many more all run just fine.

So if its not a simple setting overlooked, then its Microsoft making it hard.
 


Ok... now I am getting really annoyed... I have a new issue. This doesn't happen frequently, only after I have shut down my pc for a while.
