high gamma after driver update

so after i did the latest Nvidia driver update (365.19) my monitor started having a high gamma feel to it like a light white film yeah i don't know how to explain it better other than a high gamma/slightly faded, i did try going back to an old driver that didn't change it back to normal though so i just went back to the latest one so i don't know if its my GTX 770 4gb card dieing off or my Asus VX228 LED monitor (thinking it maybe the monitor going bad i never did like it) but the card is maybe a bit more than 2 years old too so any one any idea what it would be? additional info: OS windows 7 ultimate/cpu haswel i7 4790k/psu corsair HX850 mobo asus z97A
 
i changed the background to a normal built in one landscape ones it looks normal then but when i open a game i can notice it again a screen shot wont detect it and when i lower the in game gamma to get rid of the fogy feel id have to do it too much so its too dark then i think my screen is just bad so currently its a LED screen ..im wondering what screen types have the best quality cant be led ones..i feel like
 
yeah tried all kinds of stuff it was just a 100$ monitor so its probably not good to begin with its lasted 2 years now thinking its time to get new
 
wait i have a clue! now my gpu started making a whistling sound while in game but there is no fps or artifact problems with graphics..it just makes a light whistling sound..hmm AND when i tab out of the game the sound automatically stops and its not a very gpu demanding game..that i know of anyway (world of tanks) the sound stopped after 10 or 20s , does it randomly
